Kentucky Attorney General Russell Coleman sued VGW on June 17, accusing the operator of Chumba Casino, Global Poker and LuckyLand Slots of running unlawful gambling sites in the state. The complaint was filed in Franklin Circuit Court on the same day Coleman brought separate cases against prediction-market operators Kalshi and Polymarket.
The suit describes games designed to look and feel like slot machines and blackjack, played with two kinds of virtual chips: one free and one with cash value that players pay for or can cash out. Coleman's office argues the redeemable coins work like casino chips, making the model gambling "regardless of how it's packaged."
The state is seeking an injunction to halt VGW's Kentucky operations and damages for consumers, Casino.org reported. Coleman said the company may use "new technology and a new scheme to hide" but that the activity is the same as traditional gambling.
VGW said it "respectfully reject[s]" the claims, said it has operated lawfully in the United States for more than a decade, and promised to defend the case vigorously.
Florida's attorney general filed similar suits against VGW and Stake two months later.
What it means for players
- The filing does not shut down VGW's sites in Kentucky; a court would have to grant an injunction.
- If the state wins, Kentucky access to Chumba and related sites could end.
- Kentucky players who lost money could benefit from any damages the court awards.
